Watch this space – the first OSI workshop

It was always an ambitious project – trying to gather 250 high level delegates from all aspects of the scholarly communication process with the goal of better communication and idea sharing between sectors of the ecosystem. The first meeting of the Open Scholarship Initiative (OSI) happened in Fairfax, Virginia last week. Kudos to the National Science Communication Institute for managing the astonishing logistics of an exercise like this – and basically pulling it off.

This was billed as a ‘meeting between global, high-level stakeholders in research’ with a goal to ‘lay the groundwork for creating a global collaborative framework to manage the future of scholarly publishing and everything these practices impact’. The OSI is being supported by UNESCO who have committed to the full 10 year life of the project. As things currently stand, the plan is to repeat the meeting annually for a decade.

Structure of the event

The process began in July last year with emailed invitations from Glenn Hampson, the project director. For those who accepted the invitation, a series of emails from Glenn started with tutorials attached to try and ensure the delegates were prepared and up to speed. The emails gathered momentum with online discussions between participants. Indeed much was made of the (many) hundreds of emails the event had generated.

The overall areas the Open Scholarship Initiative hopes to cover include research funding policies, interdisciplinary collaboration efforts, library budgets, tenure evaluation criteria, global institutional repository efforts, open access plans, peer review practices, postdoc workload, public policy formulation, global research access and participation, information visibility, and others. Before arriving delegates had chosen their workgroup topic from the following list:

The 190+ delegates from 180+ institutions, 11 countries and 15 stakeholder groups gathered together at George Mason University (GMU), and after preliminary introductions and welcomes the work began immediately with everyone splitting into their workgroups. We spent the first day and a half working through our topics and preparing a short presentation for feedback on the second afternoon. There was then another working session to finalise the presentations before the live-streamed final presentations on the Friday morning. These presentations are all available in Figshare (thanks to Micah Vandegrift).

The event is trying to address some heady and complex questions and it was clear from the first set of presentations that in some instances it had been difficult to come to a consensus, let alone a plan for action. My group had the relative luxury of a topic that is fairly well defined – embargoes. It might be useful for the next event to focus on specific topics and move from the esoteric to the practical.

In addition the meeting had a team of ‘at large’ people who floated between groups to try and identify themes. Unsurprisingly, the ‘Primacy of Promotion and Tenure’ was a recurring theme throughout many of the presentations. It has been clear for some time that until we can achieve some reform of the promotion and tenure process, many of the ideas and innovations in scholarly communication won’t take hold. I would suggest that the different aspects of the reward/incentive system would be a rich vein to mine at OSI2017.

Closed versus open

In terms of outcomes there was some disquiet beforehand, by people who were not attending, about the workshop effectively being ‘closed’. This was because there was a Chatham House Rule for the workgroups to allow people to speak freely about their own experiences.

There was also some disquiet by those people who were attending about a request that the workgroups remain device-free. This was to try and discourage people checking emails and not participating. However people revert to type – in our group we all used our devices to collaborate on our documents. In the end we didn’t have much of a choice, the incredibly high tech room we were using in the modern GMU library flummoxed us and we were unable to get the projector to work.

That all said, there is every intention to disseminate the findings of the workshops widely and openly. During the feedback and presentations sessions there was considerable Twitter discussion at #OSI2016 – there is a downloadable list of all tweets in figshare – note there were enough to make the conference trend on Twitter at one point. This networked graphic shows the interrelationships across Twitter (thanks to Micah and his colleague). In addition there will be a report published by George Mason University Press incorporating the summary reports from each of the groups.

Team Embargo

Our workgroup, like all of them, represented a wide mix of interest groups. We were:

It might be worth noting here that our workgroup was naughty and did not agree beforehand on who would facilitate, so therefore no-one had attended the facilitation pre-workshop webinar. This meant our group was gloriously facilitator and post-it note free – we just got on with it.

Banishing ghosts

We began with some definitions about what embargoes are, noting that press embargoes, publication embargoes and what we called ‘security’ embargoes (like classified documents) all serve different purposes.

Embargoes are not ‘all bad’. In the instance of press embargoes they allow journalists early access to the publication in order for them to be able to investigate and write/present informed pieces in the media. This benefits society because it allows for stronger press coverage. In terms of security embargoes they protect information that is not meant to be in the public domain. However embargoes on Author’s Accepted Manuscripts in repositories are more contentious, with qualified acceptance that these are a transitional mechanism in a shift to full open access.

The causal link of green open access resulting in subscription loss is not yet proven. The September 2013 UK Business, Innovation and Skills Committee Fifth Report: Open Access stated “There is no available evidence base to indicate that short or even zero embargoes cause cancellation of subscriptions”. In 2012 the Committee for Economic Development Digital Connections Council in The Future of Taxpayer-Funded Research: Who Will Control Access to the Results? concluded that “No persuasive evidence exists that greater public access as provided by the NIH policy has substantially harmed subscription-supported STM publishers over the last four years or threatens the sustainability of their journals”.

However there is no argument that traffic on websites for journals that rely on advertising dollars (such as medical journals) suffer when the attention is pulled to another place. This clearly potentially affects advertising revenue which in turn can impact on the financial model of those publication.

During our discussions about the differences between press embargoes and publication embargoes I mentioned some recent experiences in Cambridge. The HEFCE Open Access Policy requires us to collect Author’s Accepted Manuscripts at the time of acceptance and make the metadata about them available, ideally before publication. We respect publishers’ embargoes and keep the document itself locked down until these have passed post-publication. However we have been managing calls from sometimes distressed members of our research community who are worried that making the metadata available prior to publication will result in the paper being ‘pulled’ by the journal. Whether this has ever actually happened I do not know – and indeed would be happy to hear from anyone who has a concrete example so we can start managing reality instead of rumour. The problem in these instances is the researchers are confusing the press embargo with the publication embargo.

And that is what this whole embargo discussion comes down to. Much of the discourse and arguments about embargoes are not evidence based. There is precious little evidence to support the tenet that sits behind embargoes – which is that if publishers allow researchers to make copies of their work available open access then they will lose subscriptions. The lack of evidence does not prevent the possibility it is true however – and that is why we need to settle the situation once and for all. If there is a sustainability issue for journals because of wider green open access then we need to put some longer term management in place and work towards full open access.

It is possible the problem is not repositories, institutional or subject-based. Many authors are making the final version of their published work available in contravention of their Copyright Transfer Agreement in ResearchGate or Academia.edu. It might be that this availability of work is having an impact on researcher’s usage of work on the publishers’ sites. Given that in institutional repositories repository managers make huge efforts to comply with complicated embargoes it is quite possible that repositories are not the problem. Indeed, only a small proportion of work is made available through repositories according to the August 2015 Monitoring the Transition to Open Access report (look at ‘Figure 9. Location of online postings (including illicit postings)’ on page 38).  If this is the case, requiring institutions to embargo the Author’s Accepted Manuscripts they hold in their repositories for long periods will not make any difference. They are not the solution.

Our conclusion from our preliminary discussions was that there needs to be some concrete, rigorous research into the rationale behind embargoes to inform publishers, researchers and funders.

Our proposal – research questions

In response to this the Embargo workgroup decided that the most effective solution was to collaborate on an agreed research process that will have the buy-in of all stakeholders. The overarching question that we want to try and answer is ‘What are the impacts of embargoes on scholarly communication?’ with the goal to create an evidence base for informed discussion on embargoes .

In order to answer that question we have broken the big issue into a series of smaller questions:

  • How are embargoes determined?
  • How do researchers/students find research articles?
  • Who needs access?
  • Impact of embargoes on researchers/students?
  • Effect of embargoes on other stakeholders?

We decided that if the research found there was a case for publication embargoes then agreement on the metrics that should be used to determine the length of an embargo would be helpful. We are hoping that this research will allow standards to be introduced in the area of embargoes.

Discoverability and the issue of searching behaviour is extremely relevant in this space. Our hypothesis is if people are following publishers’ journal pages to find material then the fact that some of the same information is disbursed amongst lots of repositories means that the publisher arguments that embargoes threaten their finances are weakened. However if people are primarily using centralised search engines such as Google Scholar (which favours open versions of articles over paid ones) then that strengthens the publisher argument that they need embargoes to protect revenue.

The other question is whether access really is an issue for researchers. The March 2015 STM Report looked at the research in this area which indicate that well over 90% of researchers surveyed in separate studies said research papers were easy or fairly easy to access which appears to suggests on the face of it little problem in the way of access (look for the ‘Researchers’ access to journals’ section starting p83). Rather than repeating these surveys indicators for how much embargoes restrict access to researchers could include:

  • The usage of Request a Copy buttons in repositories
  • The number of ‘turn-aways’ from publishers platforms
  • The take-up level of Pay Per View options on publisher sites
  • The level of usage of ‘Get it Now’ – where the library obtains a copy through interlibrary loan or document delivery and absorbs the cost.

Our proposal – Research structure

The project will begin with a Literature Review and an investigation into the feasibility of running some Case Studies.

Two clear Case Studies could provide direct evidence if the publishers were willing to share what they have learned. In both cases, there has been a move from an embargo period for green OA to removing embargoes completely. In the first instance, Taylor and Francis began a trial in 2011 to allow immediate green OA for their library and information science journals, meaning that authors published in 35 library and information science journals have the right to deposit their Accepted Manuscript into their institutional repository and make it immediately available. Authors who choose to publish in these journals are no longer asked to assign copyright. They now sign a license to publish, which allows Taylor & Francis to publish the Version of Record. Additionally, authors can choose to make their work green open access with no embargoes applied. In 2014 the pilot was extended for ‘at least a further year’.

As part of the pilot, Taylor and Francis say a survey was conducted by Routledge to canvas opinions on the Library & Information Science Author Rights initiative and also investigated author and researcher behaviour and views on author rights policies, embargoes and posting work to repositories. The survey elicited over 500 responses, including: “Having the option to upload their work to a repository directly after publication is very important to these authors: more than 2/3 of respondents rated the ability to upload their work to repositories at 8, 9, or 10 out of 10, with the vast majority saying they feel strongly that authors should have this right”. There are no links to this survey that I have been able to uncover. It would be useful to include this survey in the Literature Review and possibly build on it for other stakeholders.

The second Case Study is Sage that, in 2013, decided to move to an immediate green policy. Both examples would have enough data by now to indicate if these decisions have resulted in subscription cancellations. I have proposed this type of study before, to no end. Hopefully we might now have more traction.

The Literature Review and Case Studies will then inform the development of a Survey of different stakeholders – which may have to be slightly altered depending on the audience being surveyed.  This is an ambitious goal – because the intention is to have at least preliminary findings available for discussion at the next OSI in 2017.

There was some lively Twitter discussion in the room about our proposal to do the study. Some were saying that the issue is resolved. I would argue that anyone who is negotiating the embargo landscape at the moment (such as repository managers) would strongly disagree with the position. Others referred to research already done in this space, for example the Publishing and Ecology of European Research (PEER) project. This study does discuss embargoes but approached the question with a position that embargoes are valid. The study we are proposing is asking specifically if there is any evidence base for embargoes.

Next steps

We will be preparing a project brief and our report for the OSI publication over the next couple of weeks.

The biggest issue for the project will be for us to gather funding. We have done a preliminary assessment of the time required to do the work so we could work out a ballpark figure for the fundraising goal. Note that our estimation of the number of workdays required for the project was deemed as ‘ludicrously low’ by a consultant in discussion later.

It was noted by a funder in casual discussions that because publishers have a vested interest in embargoes they should fund research that investigates their validity. Indeed Elsevier have already offered to assist financially for which we are grateful, but for this work to be considered robust and for it to be widely accepted it will need to be funded from a variety of sources. To that end we intend to ‘crowd fund’ the research in batches of $5000. The number of those batches will depend on the level of our underestimation of the time required to undertake the work (!).

In terms of governance, Team Embargo (perhaps we might need a better name…) will be working together as the steering committee to develop the brief, organise funding and choose the research team to do the work. We will need to engage an independent researcher or research group to ensure impartiality.

Wrap up summary of the workshop

There were a few issues relating to the organisation of the workshop. Much was made of the many hundreds of emails that were sent both from the organising group and also amongst the delegates before-hand. This level of preliminary discussion was beneficial but using another tool might help. It was noted that the level of email was potentially the reason why some of the delegates who were invited did not attend.

There was a logistic issue in having 190+ delegates staying in a hotel situated in the middle of a set of highways that was a 30 minute bus ride away from the conference location at George Mason University (also situated in an isolated location). The solution was a series of buses to ferry us each way each day, and to and from the airport. We ate breakfast, lunch and dinner together at the workshop location. This combined with the lack of alcohol because we were at an undergraduate American campus (where the legal drinking age is 21) gave the experience something of a school camp feel. Coming from another planned capital city (Canberra, Australia) I am sure that Washington is a beautiful and interesting place. This was not the visit to find that out.

These minor gripes aside, as is often the case, the opportunity to meet people face to face was fantastic. Because there was a heavy American flavour to the attendees, I have now met in person many of the people I ‘know’ well through virtual exchanges. It was also a very good process to work directly with a group of experienced and knowledgeable people who all contributed to a tangible outcome.

OSI is an ambitious project, with plans for annual meetings over the next decade. It will be interesting to see if we really can achieve change.

Is CC-BY really a problem or are we boxing shadows?

Comments from researchers and colleagues have indicated some disquiet about the Creative Commons (CC-BY) licence in some areas of the academic community. However, in conversation with some legal people and contemporaries at other institutions (some of these exchanges are replicated at the end of the blog) one of the observations was that generally academics are not necessarily cognizant with what the licences offer and indeed what protections are available under regular copyright.

To try and determine whether this was an education and advocacy problem or if there are real issues we had a roundtable discussion on 29 February at Cambridge University attended by about 35 people who were a mixture of academics, administrators, publishers and legal practitioners. The discussion centred on some of the objections raised in the information circulated before the meeting (which is summarised at the end of this blog). For ease of description each objection is addressed in turn.

Background

Creative Commons provide a series of licences that people who create work can add to their work which tell users what they can or cannot do with it. There are a range of licenses that run from no restrictions at all CC-0 to fairly restrictive CC-BY-NC-ND-SA* where the user must attribute the author, not amend the work, cannot make any financial gain from it and must put the same licence on anything they produce using this work.

There are increasing requirements from funders such as the Wellcome Trust and RCUK in the UK that any work published open access must have a Creative Commons Attribution (CC-BY) licence attached to it. The rationale behind this is that research needs to be available for other researchers to both read and reuse, but also to text and data mine without fear of copyright breaches. Work that is available under a CC-BY licence can be easily incorporated into course reading lists without copyright complications.

* Note added 8 March – a comment has been sent through is that the CC-BY-NC-ND-SA is impossible to apply because the share-alike and no derivatives clauses are mutually exclusive and cannot be applied together. See this explanation.

Summary of the discussion

The general feeling in the discussions was that academics do want to share their work but they don’t want things to be used incorrectly. The outcome of the discussion was that while there are some confusions in this area, and we could do some work on advocacy and educational materials there are also some specific cases where CC-BY has the potential to cause issues.  In a small number of cases issues have actually occurred.

Is CC-BY a problem? For whom?

We should note here that CC-BY only affects a proportion of research published in the UK. While all research is potentially affected by the HEFCE requirement to make work available, the route preferred is through placing a copy in a repository. So this discussion affects only those researchers who have a specific grant from the Charities Open Access Fund (Wellcome Trust) or the RCUK. Humanities researchers tend not to hold grants, and for those that do, it is their articles, not their monographs that are affected by this requirement.

While there are some actual concrete examples of issues for researchers in the Arts and Humanities, many of the problems discussed here are what could happen. There was a comment from a scientific publisher that the sciences also had some concerns about CC-BY when it was first introduced, but none of the concerns have actually come to fruition. Another person noted there have been hundreds of thousands of pieces of content published under CC-BY licences, with very few known problem cases or harm. This is telling. The question was raised: Are we just repeating myths?

On the other hand, just because issues haven’t happened yet does not mean that it would not be a serious problem should they did occur. One of the questions at the end of the discussion was: “Are the ethical norms of society strong enough to stop these concerns happening?” It would appear that to date they have been in the sciences.

Moral rights

CC-BY is an attribution licence. This means the moral right for the originator of the work to be identified is retained. However the moral right for the integrity of the research is not protected. The discussion centred around this.

If someone uses work under a CC-BY licence and makes alterations to it, they do need to indicate they have changed a work but not how they have altered it. The concern in the group was that the work could be altered so the meaning is entirely changed and it would still be attributed to the original author.

Authors can object to the derogatory treatment of their work. The recourse of being able to ask to have the originator’s name taken off the work was not seen as satisfactory because then the person who has adapted the work is potentially able to publish the work, which is based substantially on someone else’s work, as their own.

That said, one comment was that academic works are always open to interpretation, whether quoted or not and whether available under a CC-BY licence or not.

Translation

The area of translations does appear to have some concrete examples of problems caused by CC-BY for Humanities & Social Science authors. One of the issues is it is very difficult to check a translation unless the original author can read the language into which their work has been translated.

Plagiarism

Of all of the areas of discussion, plagiarism raised the most opinions. The accusation that CC-BY somehow ‘encourages’ plagiarism is often levelled. Some arguments are that making work available under a Creative Commons licence protect authors against plagiarism rather than encourage it. Works available in the public domain are far more easily identified as the original work than something published on paper and held on a library shelf, for example.

There was a debate about what actually constitutes plagiarism. One opinion was that ‘It’s plagiarism unless it’s in quotes’. However while the use of quote marks would protect the integrity of the work, there is nothing legally wrong with a derivative use of a work that is available under CC-BY – legally this is not plagiarism.

Nothing about the CC-BY licence overrides UK law about fair dealing. One of the lawyers present noted that academics don’t understand the details of copyright. Academics want full protection but also full sharing. In the world of the internet there’s a free-for-all – people copy-and-paste from wherever they want. No-one respects licences, so an academic work is not necessarily protected under current rules.

It was noted that plagiarism occurs all the time, even when articles are all rights reserved and under traditional copyright. And while Open Access publishing does make plagiarism easier (regardless of the licence), it doesn’t change the underlying principle that it’s unethical. Ethical behaviour in academia sits separately from copyright law.

Sensitive information

The area of sensitive information seems to have the strongest case for not using a CC-BY licence. Researchers working in areas that might contain sensitive information – such as medical or criminal areas – spend a great deal of time ensuring that their findings are presented sensitively and ensuring their distribution is appropriate. The concern with CC-BY licences mean that these findings can be misconstrued which would be damaging to the researcher and could go back to the participants and affect them. If presented in the wrong way, altered research outputs could affect not just their research but also participants.

There is an issue about the dialogue between the people that are being studied and if they have any moral rights about how the information is being used.

An example that was given was in anthropology, working with a community of Native Americans in northern California, who released sensitive data and stories from their cultural past which they want to be accessed. However because they have been exploited in the past they wanted some form of restriction on how these things can be reused. This is an example where a CC-BY licence would not be appropriate.

An oral historian discussed the type of work they do with subjects talking about traumatic periods of their life. In these cases the researcher enters in a covenant with them about how their work can be used. This would not be able to be dealt with ethically under a CC-BY licence. The issue is about subsequent control over reuse of research, with concern about it being co-opted and used in another context.

The question about ethical use of material was raised again, with someone noting that no matter what licence it is available under you can’t control what people do with your work if they disagree with you.

Items containing third party copyright

Being required to publish work under a CC-BY licence does cause problems for people whose work contains a large amount of 3rd party material. This is because the burden on the author to obtain permissions for all of the works would be both time consuming and expensive. May researchers have raised questions about whether they can even do their work if they’re required to publish under CC-BY.

That said, if researchers are themselves using CC-BY works this issue is mitigated because they automatically have permission to use the material. This raises the question; does CC-BY make it more difficult or easier?

Commercialisation

There were some examples raised where a series of works that were freely available had been packaged up and sold. This raised the question: Who is being harmed in commercial exploitation of academic works?

Academics do not publish in journals for money, so the originator of a work that is subsequently sold on is not personally losing a revenue stream. There was a distinction between the academic and non-academic publishing environment. It was agreed that the person buying these works are being scammed. The concern is that people are being exploited by being made to pay for things that should be freely available.

The discussion moved to whether a Non Commercial licence would solve this problem. The issue here is the confusion over the definition of ‘commercial’ in this context. An institution that has a revenue stream from student fees could be seen to be commercial and therefore unable to include CC-BY-NC items on their reading lists.

It was noted that CC-BY–NC-ND is extremely restrictive about ways works can be used.

Academic freedom

The discussion several times touched on the broader issue of the government putting an increasing number of requirements against researchers. The questions raised were: “Does someone who is fronting up with the money have the rights to enforce a particular licence? What about the subjects of a study?”

There is supposed to be arms length between funders and universities but a concern is that funding bodies want to have more power to tell academics what to work on.

Next steps

In summary, the discussion indicated that CC-BY licences do not encourage plagiarism, or issues with commercialism within academia (although there is a broader ethical issue). However in some cases CC-BY licences could pose problems for the moral integrity of the work and cause issues with translations. CC-BY licenses do create challenges for works containing sensitive information and for works containing third party copyright.

There is an expectation amongst the academic community that people behave ethically and within cultural norms.

As agreed with the group we have published this blog post which summarises the discussions held this week. In discussions about the Open Access Policy Framework for the University it would be helpful to include a statement that there is concern about CC-BY licences for some disciplines and types of research.

Background information sent to participants prior to the discussion

Commentary on CC-BY in published reports

The issue of the CC-BY licenses was a recurrent theme in A review of the RCUK review of implementation of its OA policy (March 2015). Many arts, humanities and social science disciplines hold ‘principled and practical objections to the use of CC-BY licences’ (p18). This is partly because work under a CC-BY license ‘could be both used commercially in ways of which the author does not approve and also might not be properly acknowledged as their work’ (pp19-20).

The Royal Historical Society evidence to the RCUK review noted that humanities scholars have particular objections to certain kinds of ‘derivative use’ that amount to the encouragement of plagiarism. Because the ‘attribution’ requirement in CC BY is very loose, it is possible for a reuser of a humanities article to alter it and reissue it under their own name, specifying only that it is an adaptation of the original, but without specifying how it has been adapted. In this way reusers may adopt the style, argument and ‘personality’ of the original work under their own name (and even copyright it). This represents a violation of the specific moral right of the author to the integrity of the work, and the only recourse offered to the author by CC BY is to have their name removed from the attribution (which makes the violation worse). This kind of re-use is as likely to degrade as to enhance the public benefit of the research.

The British Academy’s response to the Commons Select Committee (2013) noted that many articles in HSS subjects are the product of single-author scholarship, where there is more of a claim on ‘moral rights’ that are not adequately protected under an unrestricted CC-BY licence. There were also concerns about commercial reuse of work that contains third party copyright, involving complicated permissions. The response suggests that it should be possible to vary Creative Commons licences according to the usages and requirements of different subject areas – and that an ‘Attribution-NonCommercial-NoDerivs’ licence (CC-BY-NC-ND) may very often be more appropriate

Notes on an April 2013 Royal Historic Society position changing workshop on CC-BY and Humanities (chaired by Peter Mandler) noted that the editors of a number of history journals have suggested that the CC-BY licence facilitates and promotes commercial re-use and uses akin to plagiarism; that the licence therefore amounts to an infringement of authors’ moral and intellectual property rights; and that it is likely to damage the quality of education.

The HistoryUK Submission to the 2013 Business, Innovation and Skills Committee Enquiry on Open Access Publishing raised issues about the loss of protection of intellectual property, the dangers associated with allowing derivative works in sensitive areas of research, and the possible increased costs or embargos publishers may feel compensate for the transfer of a commercial asset to a third party.

Comments from researchers and administrators

In preparation for the round table, Danny Kingsley asked her community across the sector what kinds of objections different people in an administrative or library role had heard from researchers. These are summarised below.

English researcher at Cambridge – “I would prefer not to make my work, produced with the benefit of public funding, available in a form that would allow others to exploit it commercially, as the simple CC-BY licence does. My preference would be for the CC BY-NC-SA licence.”

Research Information Specialist – One question to ask here is whether traditional publishing models – such as signing over copyright itself – are really more beneficial to authors, and of course to weigh the risk of a negative CC experience against the benefits of positive ones.

Concerns raised in discussion with academics in the Humanities (reflected in two responses)

  1. A belief that CC BY encourages plagiarism
  2. That content licenced under CC BY is not monitored for copyright and other infringement to the same extent as more restrictive licences (a misguided belief that publishers actively monitor use and reuse of content I think)
  3. I have also heard the more vague concern about ideas being manipulated or twisted in some way and then re-published under the author’s name
  4. That encouraging reuse, especially derivatives, means the author has no control over what people do with the information (and therefore are associated with something that they would rather not be)

In conversation with Wellcome Trust and CRUK

On Friday 22 January Cambridge University invited our two main charity funders to discuss their views on data management and sharing with Cambridge researchers. David Carr from the Wellcome Trust and Jamie Enoch from Cancer Research UK came to the University to talk to our researchers.

The related blog ‘Charities’ perspective on research data management and sharing‘ summarises the presentations Jamie and David gave. After this event, a group of researchers from the School of Biological Sciences and from the School of Clinical Medicine at the University of Cambridge were invited to ask questions about the Wellcome Trust data management and sharing policy and CRUK data sharing and preservation policy directly of David and Jamie.

This blog is a summary of the discussion, with questions thematically grouped. These questions will be added to the list of Frequently Asked Questions on the University’s Research Data Management Website.

In summary:

  • It is not recommended that researchers simply share a link and release the data when requested. Research data should be available, accessible and discoverable.
  • The first responsibility is to protect the study participants. The funders provide guidance documents on sharing of patient data. Ethics committees also provide advice and guidance on what data can be shared. In principle, patient data should be safeguarded, but this should not preclude sharing. There are models for managed access to data that allow personal/sensitive data to be shared for legitimate purposes in a safe and secure manner.
  • The funders do not want to prevent new collaborations. When sharing data they recommend data generators provide a statement in the description of the data that they are willing to collaborate
  • It is recognised that it is often appropriate for researchers to have a defined period of exclusive access to the data they generate, but this should be determined by disciplinary norms. Any exemptions or delays have to be justified on a case by case basis, ideally at the outset of the project.
  • The funders expect research data that supports publications to be made accessible and publications should have a clear statement explaining how to access the underlying research data.
  • However researchers need to decide what is useful to be shared considering the effort of preparing the data for deposit and of sharing the data. If nobody is going to use the data, sharing is not a good use of researcher’s time.
  • Discipline-specific data repositories, where these exist, are recommended preferentially over general purpose or institutional repositories
  • Biosharing is an excellent resource with references to discipline-specific metadata schemas.
  • Staff members whose role is to manage data is an eligible cost on a grant
  • There are no funds for sharing data from old projects, although there are exceptions on a case by case basis
  • The funders are considering monitoring data management plans but their current primary goal is to encourage people to think about data management and sharing from the very start of the project

Access to research data

Q: Are funders benefiting from the expertise of organisations such as UK Data Service when providing advice on data access? UK Data Service has been managing controlled access to research data for a long time and it would be advantageous to benefit from their expertise.

A: Yes, we are in discussion with the UK Data Service. We are also working with the UK Data Service to consider whether it might be appropriate for hosting data from other disciplines beyond social science. We also believe there is significant scope to share lessons and best practices for data sharing between the social and biomedical sciences.

Q: Could we just share research data only when asked for it?

A: This is not a recommended solution: research data should be available, accessible and discoverable. Data access controls and criteria for what needs to happen for the access to be granted have to be made clear in metadata description.

Q: I have patient data which has to be stored in a secure space. I always say in my data management plan that I cannot share my data. I would like to get ethical guidance which will explain to me how to share these data. It is very easy to say that data cannot be shared. I would like to share my data, but I would like to do it properly. With patient data it is extremely difficult, especially with genomics data, where there is a risk that patients can be identified.

A: Sharing of clinical data is not easy. Both Wellcome Trust and Cancer Research UK are helping to drive a great deal of work which is considering access and governance models through which sensitive patient data can be made available for research in a safe, secure and trusted manner. They provide guidance documents on sharing of patient data. Safety of patients and patients’ data is important. Ethics committees also provide advice and guidance on what data can be shared.

Q: What about sharing of physical materials? I have received a request to share a culture derived from a patient material, but the Ethics Committee did not approve sharing of this material. What shall I do?

A (Peter Hedges, Head of Research Office): If your ethical approval says that you cannot share that material, you cannot share it. Your first responsibility is to protect your study participants.

Q: If I share my data via a repository and people can simply download my data, I can no longer collaborate with them to work on the data and I have lost the possibility of getting credit for my data.

A: Nobody wants to prevent new collaborations from happening. A solution might be to add a statement that you are willing to collaborate in the description of your data. Your data requestor might be interested in collaborating, simply because you know your data the best. Funders also expect that the data re-used by others is appropriately acknowledged/cited, and they want to ensure that due credit results from the secondary use of data.

Quality control of research data

Q: If researchers start sharing unpublished research data via data repositories there is a risk that these data will not be of good quality as they will not be peer-reviewed.

A: Authors of unpublished data can simply state in the data description that the item was not peer-reviewed. If applicable, funders also encourage reciprocal links between publications and supporting research data.

What data needs to be shared and when?

Q: If researchers start to share everything there will be a lot of useless data available in data repositories. How to prevent a flood of useless data on the internet?

A: We would like researchers to decide what data is useful to be shared. If nobody is likely to use the data, sharing is not a good use of researcher’s time. Repositories also need to make decisions over what is worth keeping over time.

Comment (Peter Hedges, Head of Research Office): The Research Council UK focuses on research data supporting publications and this is what we recommend to researchers: share research data which underpins publications.

Q: Are we expected to share large datasets resulting from bigger projects (databases, long-term datasets) or data supporting individual publications?

A: We expect research data that supports individual publications to be made available with a hyperlink to the data. We also want researchers to consider and plan more broadly how they can make data assets of value resulting from our funded research available to others in a timely and appropriate manner.

Q: What about images? Is it useful to share them? It involves a lot of time to organise images. Besides, a single confocal picture with multiple layers is 1GB. In theory it is possible to share all raw data and all raw images, but who would want to look at them? 10 figures of 10 images is already 100 GB of data. Where would I store all these images, who is going to use these data and how am I going to pay for this?

A: The effort of preparing the data for deposit and of sharing the data should be proportionate to the potential benefits of data sharing. Researchers need to decide what is useful to be shared, following disciplinary best practices and norms (recognising that disciplines are in very different places in terms of defining these).

Q: Is there a set amount of time for exclusive use of research data?

A: Researchers should adhere to disciplinary norms. For example, in genomics research data is frequently shared before publication (sometimes under a publication moratorium which protects the data generator’s right to first publication). Any exemptions or delays have to be justified on a case by case basis.

Comment (Peter Hedges, Head of Research Office): Research is competitive. Sometimes it might be useful for researchers to know who wants to get the access to data and what do they need them for.

Cost of data sharing

Q: Can I ask in my grant for a staff member to help me with data management?

A: Yes, this is an eligible cost on grant applications: you can request a salary to support a research data manager for your research project, as long as it is justified.

Q: According to CRUK policy, costs for data sharing can be budgeted in grant applications only from August 2015. What about research data from older projects, when these costs were not eligible in grant applications? Is there any transition fund available to pay for this?

A: Unfortunately, there are no additional funds to pay for these costs. Researchers who have older datasets that might be of significant value to the community should contact CRUK – all requests for support will be considered on a case by case basis.

Q: Wellcome Trust encourages data sharing and data re-use, but does not allow for costs of long-term data preservation to be budgeted in grant applications. This does not make sense to me.

A: We are still reviewing our policy on costs of data management and sharing and we might be revisiting this issue – however, it is problematic for us to consider estimated costs for preservation that extend before the life-time of the grant. Our understanding is that costs of long-term data preservation are often less significant than costs of initial data ingestion by the repository (and we will cover ingestion costs).

Q: Who is then going to pay for the long-term data storage?

A: Wellcome Trust funds some discipline-specific repositories, but this is done jointly with other funders. We support bigger undertakings and we are also working with partners to develop platforms for data sharing and discoverability in some priority areas (notably clinical trials). Cancer Research UK pays for some long-term storage options, if these are justified for particular needs of the project. These decisions are made on a case by case basis, depending on how the costs are justified and whether these are directly related to the scientific value of the project.

Metadata standards

Q: At the moment there are many general purpose and institutional repositories, which are not well structured. To support efficient re-use of data it is important to use structured data repositories and adhere to metadata standards. What are funders’ opinions about this?

A: Wherever possible, discipline-specific data repositories should be used preferentially over general purpose or institutional repositories. Adherence to discipline-specific metadata standards is also encouraged. It has to be acknowledged that development of well-structured data repositories is very resource-intensive and not all disciplines have good quality repositories to support them. For example, it took over 30 years to adapt unified metadata standards at Cambridge Crystallographic Data Centre. The time need to properly solve problems should never be underestimated.

Q: Are funders planning to provide researchers with a list of recommended schemas for metadata?

A: Biosharing is an excellent resource with references to discipline-specific metadata schemas. It is a useful suggestion to include a reference to Biosharing on our website.

Policy implementation

Q: Are you planning to monitor researchers’ adherence to data management plans? For example, the BBSRC does not have the manpower to check all data management plans manually, but they are planning to create a system to check if data has been uploaded automatically.

A: We are considering this. At the moment we require data management plans with the primary goal to encourage people to think about data management and sharing from the very start of the project.

Charities’ perspective on research data management and sharing

In 2015 the Cambridge Research Data Team organised several discussions between funders and researchers. In May 2015 we hosted Ben Ryan from EPSRC, which was followed by a discussion with Michael Ball from BBSRC in August. Now we have invited our two main charity funders to discuss their views on data management and sharing with Cambridge researchers.

David Carr from the Wellcome Trust and Jamie Enoch from Cancer Research UK (CRUK) met with our academics on Friday 22 January at the Gurdon Institute. The Gurdon Institute was founded jointly by the Wellcome Trust and CRUK to promote research in the areas of developmental biology and cancer biology, and to foster a collaborative environment for independent research groups with diverse but complementary interests.

This blog summarises the presentations and discusses the data sharing expectations from Wellcome Trust and CRUK. A second related blog ‘In conversation with Wellcome Trust and CRUK‘ summarises the question and answer session that was held with a group of researchers on the same day.

Wellcome Trust’s requirements for data management and sharing

Sharing research data is key for Wellcome’s goal of improving health

David Carr started his presentation explaining that the Wellcome Trust’s mission is to support research with the goal of improving health. Therefore, the Trust is committed to ensuring research outputs (including research data) can be accessed and used in ways that will maximise health and societal benefits. David reminded the audience of benefits of data sharing. Data which is shared has the potential to:

  • Enable validity and reproducibility of research findings to be assessed
  • Increase the visibility and use of research findings
  • Enable research outputs to be used to answer new questions
  • Reduce duplication and waste
  • Enable access to data to other key communities – public, policymakers, healthcare professionals etc.

Data sharing goes mainstream

David gave on overview of data sharing expectations from various angles. He started by referring to the Royal Society’s report from 2012: Science as an open enterprise, which sets sharing as the standard for doing science. He then also mentioned other initiatives like the G8 Science Ministers’ statement, the joint report from the Academy of Medical Sciences, BBSRC, MRC and Wellcome Trust on reproducibility and reliability of biomedical research and the UK Concordat on Open Research Data with a take-home message that sharing data and other research outputs is increasingly becoming a global expectation, and a core element of good research practice.

Wellcome Trust’s policy for open data

The next aspect of David’s presentation was Wellcome Trust’s policy on data management and sharing. The policy was first published almost a decade ago (2007) with subsequent modifications in 2010. The principle of the policy is simple: research data should be shared and preserved in a manner which maximises its value to advance research and improve health. Wellcome Trust also requires data management plans as a compulsory part of grant applications, where the proposed research is likely to generate a dataset that will have significant value to researchers and other users. This is to ensure that researchers understand the importance of data management and sharing and to plan for it from the start their projects.

Cost of data sharing

Planning for data management and sharing involves costing for these activities in the grant proposal. The Wellcome Trust’s FAQ guidance on data sharing policy says that: “The Trust considers that timely and appropriate data management and sharing should represent an integral component of the research process. Applicants may therefore include any costs associated with their proposed approach as part of their proposal.” David then outlined the types of costs that can be included in grant applications (including for dedicated staff, hardware and software, and data access costs). He noted that in the current draft guidance on costing for data management estimated costs for long-term preservation that extend beyond the lifetime of the grant are not eligible, although costs associated with the deposition of data in recognised data repositories can be requested.

Key priorities and emerging areas in data management and sharing

Infrastructure

The Wellcome Trust also identified key priorities and emerging areas where work needs to be done to better support of data management and sharing. The first one was to provide resources and platforms for data sharing and access. David pointed out that wherever available, discipline-specific data repositories are the best home for research data, as they provide rich metadata standards, community curation and better discoverability of datasets.

However, the sustainability of discipline-specific repositories is sometimes uncertain. Discipline-specific resources are often perceived as ‘free’. However, research data submitted to ‘free’ data repositories has to be stored somewhere and the amount of data produced and shared is growing exponentially – someone has to pay for the cost of storage and long-term curation in discipline-specific data repositories. An additional point for consideration is that many disciplines do not have their own repositories and therefore need to heavily rely on institutional support.

Access

Wellcome Trust funds a large number of projects in clinical areas. Dealing with patient data requires careful ethical considerations and planning from the very start of the project to ensure that data can be successfully shared at the end of the project. To support researchers in dealing with patient data The Expert Advisory Group on Data Access (a cross-funder advisory body established by MRC, ESRC, Cancer Research UK and the Wellcome Trust) has developed guidance documents and practice papers about handling of sensitive data: how to ask for informed consent, how to anonymise data and the procedures that need to be in place when granting access to data. David stressed that balance needs to be struck between maximising the use of data and the need to safeguard research participants.

Incentives for sharing

Finally, if sharing is to become the normal thing to do, researchers need incentives to do so. Wellcome Trust is keen to work with others to ensure that researchers who generate and share datasets of value receive appropriate recognition for their efforts. A recent report from the Expert Advisory Group on Data Access proposed several recommendations to incentivise data sharing, with specific roles for funders, research leaders, institutions and publishers. Additionally, in order to promote data re-use, the Wellcome Trust joined forces with the National Institutes of Health and the Howard Hughes Medical Institute and launched the Open Science Prize competition to encourage prototyping and development of services, tools or platforms that enable open content.

Cancer Research UK’s views on data sharing

The next talk was by Jamie Enoch from Cancer Research UK. Jamie started by saying that because Cancer Research UK (CRUK) is a charity funded by the public, it needs to ensure it makes the most of its funded research: sharing research data is elemental to this. Making the most of the data generated through CRUK grants could help accelerate progress towards the charity’s aim in its research strategy, to see three quarters of people surviving cancer by 2034. Jamie explained that his post – Research Funding Manager (Data) – has been created as a reflection of data sharing being increasingly important for CRUK.

The policy

Jamie started talking about the key principles of CRUK data sharing policy by presenting the main issues around research data sharing and explaining the CRUK’s position in relation to them:

  • What needs to be shared? All research data, including unpublished data, source code, databases etc, if it is feasible and safe to do so. CRUK is especially keen to ensure that data underpinning publications is made available for sharing.
  • Metadata: Researchers should adhere to community standards/minimum information guidelines where these exist.
  • Discoverability: Groups should be proactive in communicating the contents of their datasets and showcasing the data available for sharing

Jamie explained that CRUK really wants to increase the discoverability of data. For example, clinical trials units should ideally provide information on their websites about the data they generate and clear information about how it can be accessed.

  • Modes of sharing: Via community or generalist repositories, under the auspices of the PI or a combination of methods

Jamie explained that not all data can be/should be made openly available. Due to ethical considerations sometimes access to data will have to be restricted. Jamie explained that as long as restrictions are justified, it is entirely appropriate to use them. However, if access to data is restricted, the conditions on which access will be granted should be considered at the project outset, and these conditions will have to be clearly outlined in metadata descriptions to ensure fair governance of access.

  • Timeframes: Limited period of exclusive use permitted where justified

Jamie suggested adhering to community standards when thinking about any periods of exclusive use of generated research data. In some communities research data is made accessible at the time of publication. Other communities will expect data release at the time of generation (especially in collaborative genomics projects). Jamie further explained that particularly in cases where new data can affect policy development, it is key that research data is released as soon as possible.

  • Preservation: Data to be retained for at least 5 years after grant end
  • Acknowledgement: Secondary users of data should credit original researcher and CRUK
  • Costs: Appropriately justified costs can be included in grant proposals

As of late 2015, financial support for data management and sharing can be requested as a running cost in grant applications. Jamie explained that there are no particular guidelines in place explaining eligible and non-eligible costs and that the most important aspect is whether the costs are well justified or not, and reasonable in the context of the research envisaged.

Jamie stressed that the key point of the CRUK policy is to facilitate data sharing and to engage with the research community, recognising the challenges of data sharing for different projects and the need to work through these collaboratively, rather than enforce the policy in a top-down fashion.

Policy implementation

Subsequently, the presentation discussed ways in which CRUK policy is implemented. Jamie explained that the main tool for the policy implementation is the new requirement for data management plans as compulsory part of grant applications.

Two of the three main response mode committees: Science Committee and Clinical Research Committee have a two-step process of writing a data management plan. During the grant application stage researchers need to write a short, free-form description about how they plan to adhere to CRUK’s policy on data sharing. Only if the grant is accepted, the beneficiary will be asked to write a more detailed data management plan, in consultation with CRUK representatives.

This approach serves two purposes as it:

  • ensures that all applicants are aware of CRUK’s expectations on data sharing (they all need to write a short paragraph about data sharing)
  • saves researchers’ time: only those applicants who were successful will have to provide a detailed data management plan, and it allows the CRUK office to engage with successful applicants on data sharing challenges and opportunities

In contrast, applicants for the other main CRUK response mode committee, the Population Research Committee, all fill out a detailed data management and sharing plan at application stage because of the critical importance of sharing data from cohort and epidemiological studies.

Outlooks for the future

Similarly to the Wellcome Trust, CRUK realised that cultural change is needed for sharing to become the normality. CRUK have initiated many national and international partnerships to help the reward of data sharing.

One of them is a collaboration with the YODA (Yale Open Data Access) project aiming to develop metrics to monitor and evaluate data sharing. Other areas of collaborative work include collaboration with other funders on development of guidelines on ethics of data management and sharing, platforms for data preservation and discoverability, procedures for working with population and clinical data. Jamie stressed that the key thing for CRUK is to work closely with researchers and research managers – to understand the challenges and work through these collaboratively, and consider exciting new initiatives to move the data sharing field forwards.

Could the HEFCE policy be a Trojan Horse for gold OA?

The HEFCE Policy for open access in the post-2014 Research Excellence Framework kicks in 9 weeks from now.

The policy states that, to be eligible for submission to the post-2014 REF, authors’ final peer-reviewed manuscripts of journal articles and conference proceedings with an ISSN must have been deposited in an institutional or subject repository on acceptance for publication. Deposited material should be discoverable, and free to read and download, for anyone with an internet connection.

The goal of the policy is to ensure that publicly funded (by HEFCE) research is publicly available. The means HEFCE have chosen to favour is the green route – by putting the AAM into a repository. This does not involve any payment to the publishers. The timing of the policy – at acceptance – is to give us the best chance of obtaining the author’s accepted manuscript (AAM) before it is deleted, forgotten or lost by the author.

Universities across the UK have been preparing. Cambridge has had the ‘Accepted for publication? Send us your manuscript‘ campaign running since May 2014 with a very simple and well liked interface allowing researchers to submit their work. The Open Access team then deposits the item, checks for funding and the publisher policies and then organises payment for open access publication if required.

To give an idea of the numbers we are dealing with at Cambridge, during 2015 the Open Access team deposited 2553 articles into our repository Apollo.

Compliance levels

We have been reporting to Wellcome Trust and the RCUK over the past few years to indicate compliance levels with their policies. However the ‘compliance level’ for the HEFCE policy is a slippery concept. For a start, the policy has not yet come into force. Another complicating factor is the long term nature of the ‘reporting’. We will not truly know how compliant we have been until the time comes to submit to REF – whenever that will be (currently it seems 2021).

At Cambridge have been working on the assumption that because we do not know which outputs will be the ones that we will claim we should collect all eligible articles. However, the number of deposited articles Open Access team received over the past year represents approximately 30% of the full eligible output of the University. This might seem concerning in some ways, but it must be remembered that each researcher in the University will only be reporting four research outputs for the REF.

There are some articles that are obvious contenders for REF. By concentrating on researchers who are publishing in very high impact journals we have been trying to catch those articles we are extremely likely to claim.

During the course of 2015 we discovered 93 papers published in Nature, Science, Cell, The Lancet and PNAS. 33% of these papers were already HEFCE compliant. Of the remaining non-compliant papers we contacted 47 authors, made them aware of the HEFCE open access policy, and invited them to submit their accepted manuscript to the Open Access Service. Less than 40% of those authors who were contacted responded with their accepted manuscript. Therefore, even after direct intervention only 49% papers were HEFCE compliant, which means that still more than half of all eligible papers published in Nature, Science, Cell, The Lancet and PNAS during this period would not have been HEFCE compliant had the policy been in place.

The lack of engagement by members of the academic community with this process is a serious concern – and potentially due to four reasons:

  • Lack of awareness of the policy
  • Putting it off until the policy is in place
  • Deliberately choosing not to submit a work because it is not considered important enough or they do not consider their contribution to be significant enough
  • Some form of conscientious objection to the policy

We should note that the third reason is a matter of some concern to the University as it is not the researcher who decides which articles are put forward for REF. In addition, the University is interested in having a high overall level of compliance for REF as it considers making the research output of the institution available to be important.

Temporary reprieve

Cambridge is no island when it comes to facing significant challenges in capturing all outputs in preparation for HEFCE’s policy. While the highly devolved nature of the institution and the sheer volume of publications may be a problem unique to Cambridge and Oxford, other institutions are still developing the technology they intend to use or are facing staffing issues.

In a concession to serious concern across the sector about the ability to meet the deadline, on 24 July 2015 HEFCE announced that there was a temporary modification to the policy. They now allow research outputs to be made open access up to three months after publication until at least April 2017 (and until such time that the systems to support deposit at acceptance are in place).

This means for the first year of the policy we have a small window after publication to locate articles, determine if they are in our repositories, and if not chase the authors for the Author’s Accepted Manuscript.

The trick is knowing that an article has been published. At Cambridge our ‘best bet’ is to use Symplectic which scrapes various aggregating sources such as Scopus. However Symplectic is hindered by the efficiency of its sources. There is no guarantee that a given article will appear in Symplectic within three months of publication. And even if it is, we have already discussed the low engagement by the research community to approaches from the Open Access team for AAMs.

Subject based repositories

So far this blog has been talking about using institutional repositories for compliance. But the policy specifically states: “The output must have been deposited in an institutional repository, a repository service shared between multiple institutions, or a subject repository“.

The oldest, most established subject repository is arXiv.org and it makes sense for us to consider using arXiv as part of Cambridge’s compliance strategy. After all, some areas of high energy physics, most of computer science and much of mathematics use arXiv as a means to share their research papers. In 2014, the number of articles that were deposited into arXiv.org and subsequently picked up in Symplectic and approved by researchers were 582 – approximately 6.5% of Cambridge’s total eligible articles.

If we are able to claim these articles for HEFCE compliance without any behaviour change requirement from our academic staff then this is an ideal situation. But how do we actually do this? There is a footnote to the HEFCE statement above which says that: “Individuals depositing their outputs in a subject repository are advised to ensure that their chosen repository meets the requirements set out in this policy.” And this is the crunch point. arXiv does not currently identify which version of the work has been deposited, nor does it record the acceptance date of the work. Because of this we are currently not able to simply use the work being uploaded to arXiv.

There is work underway to look at this possibility and what would be required to allow us to use the subject based repositories as a means for compliance. HEFCE themselves have identified under ‘Further areas of work‘ that  “measures to support compliance in subject repositories” is an area of uncertainty and they will work with the community to address this.

Alternative approach?

It is possibly a good moment to take a step back from the minutiae of the means and the timing of the HEFCE policy and focus on the goal that publicly funded research is publicly available. We are in a complex policy environment. HEFCE affects all researchers but many researchers are also funded through COAF or the RCUK with their respective (gold leaning) Open Access policies.

Of the HEFCE eligible articles submitted to to Open Access team in 2015, after working through all the different funder requirements, there was a split of 44% gold Open Access and 56% green Open Access. Of the gold payments the split is approximately 74% for hybrid journals and 26% for fully open access journals.  That said, the three journals with which we have published the most – PLOS ONE, Nature Communications and Scientific Reports – are fully Open Access journals with APCs of $1495, $5200 and $1495 respectively.

A highly relevant question is – outside of the efforts by our Open Access compliance teams, how much Cambridge research is being made open access anyway?

Open access articles

The Web of Science (WoS) allows a filter on ‘Open Access’. It does not appear to list articles that are made open access on a hybrid basis, only picking up fully open access journals. While these are not definitive numbers, it does give us some idea of the scale we are looking at. In 2014 WoS gives us a figure of 981 articles published as open access by a University of Cambridge author in a fully open access journal.

The Springer Compact to which many institutions (including Cambridge) have signed up means that now all articles published by that research community will be made open access. In 2014, the Open Access Service had paid for 21 articles to be made open access. In the same period across the institution we had published 695 articles with Springer. (Note that in 2015 we paid 51 Springer  APCs). This means that for the cost of the Springer subscription and our APC payments for the previous year we will have a good proportion of Cambridge articles published as open access articles.

These two sets of numbers only allow for articles published either in fully open access journals or with Springer. It does not account for the articles where the University (or a Department or individual) pays an APC to make an article available in a hybrid (non Springer) journal. The upshot is – a significant proportion of Cambridge research is published open access.

Skip the AAM on acceptance part?

So what does this published open access research mean for compliance with the HEFCE policy? The updated HEFCE policy has addressed this:

“… we have decided to introduce an exception to the deposit requirements for outputs published via the gold route. This may be used in cases where depositing the output on acceptance is not felt to deliver significant additional benefit. We would strongly encourage these outputs to be deposited as soon as possible after publication, ideally via automated arrangements, but this will not be a requirement of the policy.”

This makes sense from an administrative perspective if the article appears in a journal where there is an embargo period on making the AAM available, forcing the University to pay an APC to make the work Open Access to meet RCUK requirements. It would avoid the palaver of:

  • obtaining the AAM from the author
  • depositing it into the repository
  • having to check to see when the article has been published
  • updating the details and
  • either set the embargo on the AAM or change the attachment in the record to the Open Access final published version

However journals where there is an embargo period on making the AAM available forcing an APC payment is in fact almost a definition of hybrid journals. We know there are issues with hybrid – of the extra expense, of double dipping, of the higher APC charges for hybrid over fully Open Access journals. Putting these aside, what this HEFCE policy change means is that publishers have effectively shifted the HEFCE policy away from a green open access policy to a gold one for a significant proportion of UK research. This is a deliberate tactic, along with the unsubstantiated campaign that green Open Access poses a major threat to scholarly publishing and therefore embargoes should be even longer.

We are already facing the problem that hybrid journals are forcing the move towards green open access being ‘code’ for a 12 month delay. This is the beginning of a very slippery slope. We have been outplayed. It really is time for the RCUK and Wellcome Trust to stop paying for hybrid Open Access.

But I digress.

The cons

The message is confusing enough – three sets of policies and three different requirements in terms of the timing and the means to make work compliant and available. We are trying to make it as simple as possible for researchers – with limited success.

The move to widespread Open Access in the UK is a huge shift for the research community and those that support them. It would be very difficult to debate the ‘against’ argument for the statement that publicly funded research should be publicly available but the devil is very much in the detail.

It would be an incredible shame if the HEFCE policy is hijacked into a partial gold OA policy, but as administrators we are drowning in compliance. There needs to be a broad discussion across the funders to try and address the conflicting compliance requirements and the potentially negative effect these policies are having on the future of open scholarly publishing. 

We welcome the opportunity to discuss these issues with HEFCE, Wellcome Trust and the RCUK. There’s plenty to talk about.

Disruptive innovation: notes from SCONUL winter conference

On Friday 27 November Danny Kingsley attended the SCONUL Winter Conference 2015 which addressed the theme of disruptive innovation and looked at the changes in policy and practice which will shape the scholarly communications environment for years to come. This blog is a summary of her notes from the event. The hastag was #sconul15  and there is a link in Twitter.

Disruptions in scholarly publishing

Dr Koen Becking, President of the Executive Board, Tilburg University, spoke first. He is the lead negotiator with the publishers in the Netherlands. Things are getting tight as we count down to the end of the year given the Dutch negotiations with Elsevier (read more in ‘Dutch boycott of Elsevier – a game changer?‘)

Koen asked: what is the role of a university – is it knowledge to an end, knowledge in relation to learning or knowledge in relation to professional skills? He said that 21st century universities should face society. While Tilburg University is still tied to traditional roots, it is now focused in the idea of ‘third generation university’. The idea of impact on society – the work needs to impact on society.

The Dutch are leading on the open access fight and Koen said they may look at legislation to force the government goal of open access to research articles of 40% by 2016 & 100% by 2024. [Note that the largest Dutch funder NOW has just changed their policy to say funds can no longer be used to pay for hybrid OA and that green OA must be available ‘the moment of’ publication].

Kurt noted that the way the Vice Chancellors got involved in the publisher discussions in the Netherlands was the library director came to him ask about increasing the subscription budget and the he asked why it was going up so much given the publisher’s profit levels. Money talks.

Managing the move away from historic print spend

Liam Earney from Jisc said there were several drivers for the move from historic print spend and we need models that are transparent, equitable, sustainable and acceptable to institutions. They have been running a survey on acceptable metrics on cost allocation (note that Cambridge has participated in this process). Jisc will shortly launch a consultation document on institutions on new proposals.

Liam noted that part of their research found that it was apparent that across Jisc bands and within Jisc bands there are profound differences in what institutions paying for the same material – sometimes by a factor of 100’s of 1000’s pounds different to access the same content in similar institutions.

They also worked out that if they took a mix of historical print spend and a new metric it would take over 50 years to migrate to a new model. This is not realistic.

Jisc is supported by an expert group of senior librarians (including members at Cambridge) who are working on an alternative. Liam noted that historical print spend is harmful to the ability of a consortium to negotiate coherently. Any new solution needs to meet the needs of academics and institutions.

Building a library monograph collection: time for the next paradigm shift?

Diane Brusvoort from the University of Aberdeen comes from the US originally and talked about collaborative collection development – we can move together. Her main argument was that for years we have built libraries on a ‘just in case model’ and we can no longer afford to do that. We need to refine our ‘just in time’ purchasing to take care of faculty requests, also have another strand working across sector to develop the ‘for the ages’ library.

She mentioned the FLorida Academic REpository (FLARE) which is the statewide shared collection of low use print materials from academic libraries in Florida. Libraries look at what is in FLARE and move the FLARE holding into their cataloguing. It is a one copy repository for low use monographs.  The Digital Public Library of America is open to anything that had digitised content can be put in the DPA portal and deals with the problem of items that they are all siloed.

Libraries are also taking books off the shelf when there is an electronic version. This is a pragmatic decision not made because lots of people are reading the electronic one preferentially, it is simply to save shelf space.

Diane noted a benefit of UK compared to UK is the size – it is possible to do collaborative work here in ways you can’t in the US. We need collaborative storage and to create more opportunities for collaborative collections development.

The Metric Tide

Professor James Wilsdon – University of Sussex spoke about the HEFCE report he contributed to The Metric Tide: Report of the Independent Review of the Role of Metrics in Research Assessment and Management. 

This report looked at responsible uses of quantitative data in research management and assessment. He said we should not turn our backs on big data and its possibilities but we know of our experience in the research systems that these can be used as blunt tools in the process. He felt that across the community at large the discussion about metrics was unhelpfully polarised. The debate is open to misunderstanding and need a more sophisticated understanding on ways they can be used more responsibly.

The agreement is that peer review is the ‘least worst’ form of academic governance that we have. Metrics should support not supplant academic management. This underpins the design of assessment exercises like the REF.

James noted that the metrics review team was getting back together that afternoon to discuss ‘section d’ in the report. He referred to this as being ‘like a band reunion’.

A new era for library publishing? The potential for collaboration amongst new university presses

This workshop was presented by Sue White, Director of Computing and Library Services and Graham Stone, Information Resources Manager, University of Huddersfield.

Sue talked about the Northern Collaboration of libraries looking at joining forces to create a publishing group. They started with a meeting in October 2104. There is a lot of uncertainty in the landscape, with a big range of activity from well established university presses to those doing no publishing at all. She said the key challenges to the idea of a joint press was the competition between institutions. But they decided the idea merited further exploration.

Discussions were around the national monograph strategy roadmap  that advocated university publishing models. The Northern Collaboration took a discussion paper to Jisc – and they suggested three areas of activity. They were:

  • Benchmarking and data gathering to see what was happening in the UK.
  • Second to identify best practice and possible workflow efficiencies- common ground.
  • Third was exploring potential for the library publishing coalition.

The project is about sharing and providing networks for publishing ventures. In the past couple of days Jisc has agreed to take the first two forward and welcome input. They want some feedback about taking it forward.

Graham then spoke about the Huddersfield University Press which has been around since 2007 – but was re-launched with an open access flavour. They have been publishing open access materials stuff for three to four years. They publish three formats – monographs, journal publications and sound recordings.

The principles governing the Press is that everything is peer reviewed, as a general rule everything should be open access and they publish by the (ePrints) open access repository which gets lots of downloads. The Press is managed by the library but led by the academics. Business model is a not for profit as it is scholarly communication. If there were any surplus it would be reinvested in the Press. In last four years they have published 12 monographs, of which six are open access.

Potential authors have to come with their own funding. Tends to be an institutional funder sponsored arrangement. The proposal form has a question ‘how is this going to be funded’? This point is ignored for the peer review process. Having money does not guarantee publishing. It means it will be looked at but doesn’t guarantee publishing. The money pays for a small print run, copy editing not staff costs. About a 70,000 word monograph costs in the region of £3000-£4000.

Seven journals are published in the repository – there is an overlay on the repository, preserved in Portico. Discoverable through Google (via OAI-PMH) compliance with repository, Library webscale discovery includes membership of the DOAJ. Their ‘Teaching and lifelong learning’ journal has every tickbox on DOAJ.

The enablers for this Press have been senior support in the university at DVC level and the capacity and enthusiasm of an Information Resource Manager to absorb the Press into existing role. Also having an editorial board with people across the institution. The Press is operating on a shoestring hard. It is difficult to establish reputation and convincing the potential stakeholders and impact. A lack of long term funding means it is difficult to forward plan.

They also noted that there are not very many professional support networks out there and it would be good to have one. They need specialist help with author contracts and licences.

Who will disrupt the disruptors?

The last talk was by Martin Eve, Senior Lecturer in Literature, Technology and Publishing, Birkbeck, University of London.  This was an extremely entertaining and thought provoking talk. The slides are available.

Martin started with critical remarks about the terminology of ‘disruptive’, arguing that often the word is used so the public monopoly can be broken up into private hands. That said, there are parts of the higher education sector which are broken and need disruption.

Disruption is an old word – from Latin used first in 15th century. Now it actually means the point at which an entire industry is shifted out. What we see now is just a series of small increments. The changes happening in the higher education sector are not technological they are social and it is difficult to break that cycle of authority and how it works.

Martin argued that libraries need to be strategic and pragmatic. We have had a century long breakdown of the artificial scarcities in trading of knowledge coming to a head in the digital age. There are new computational practices with no physical or historical analogy – the practices don’t fit well with current understandings. He gave a couple of historical examples where in the 1930s people made similar claims.

The book as a product of scholarly communication is so fetishized that when we want the information we need the real object – we cannot conceive of it in another form.

Universities in the digital age just don’t look like they did before. We have an increasingly educated populace – more people can actually read this stuff so the argument that ‘the public’ can’t understand it is elitist and untrue. Institutional missions need to be to benefit society.

Martin discussed the issues with the academic publication market. A reader always needs a particular article – the traditional discourses around the market play out badly. You don’t know if you need a particular article until you read it and if you do need it you can’t replace it with anything else.

Certain publications can have a rigorous review practice because they are receiving high quality submissions. But they only get high quality submissions if you have lots of them and they get that reputation because of a rigorous review practice. So early players have the advantage.

He noted that different actors care about the academic market in different ways. Researchers produce academic products for themselves – to buy an income and promotion. Publishers frame their services as doing things for authors – but they don’t do enough for readers and libraries. Who pays? Researchers have zero price sensitivity. Libraries are stuck between rock & hard place. They have the cash but are told how to spend it. The whole thing is completely dysfunctional as a market. In the academy, reading is underprivileged. Authorship is rewarded.

Martin then talked about open access and how it affects the Humanities. He noted that monographs are acknowledged as different – eg: HEFCE mandate. There are higher barriers for entry to new publishers – people don’t have a good second book to give away to an OA publisher. There are different employment practices, for example creative writers are often employed on a 0.5 contract – they are writing novels and selling them and commercial publishers get antsy about requirements for open access because there is a cross over with trade books.

The subscription model exists on the principle that if enough people contribute then you have enough centrally to pay for what the costs are. It assumes a rivalrous mode – the assumption is there will always be greedy people who won’t pay in if they don’t get an exclusive benefit.

The Open Library of the Humanities is funded by a library consortium. It is based on arXiv funding model and Knowledge Unlatched. Libraries pay into a central fund in the same way of a subscription. Researcher who publish with us do not have to be at an institution who is funding or even at an institution. There are 128 libraries financially supporting the model (as of Monday should be 150). The rates are very low – each one only has to pay about $5 per article. They are publishing approximately 150 articles per year.

Open Data – moving science forward or a waste of money & time?

On the 4 November the Research Data Facility at Cambridge University invited some inspirational leaders in the area of research data management and asked them to address the question: “is open data moving science forward or a waste of money & time?”. Below are Dr Marta Teperek’s impressions from the event.

Great discussion

We asked some truly inspirational leaders in data management and sharing to come to Cambridge to talk to the community about the pros and cons of data sharing. We were honoured to have with us:

What is the definition of Open Data?

IMG_PMRWithText_V1_20151126The discussion started off with a request for a definition of what “open” meant. Both Peter and Sarah explained that ‘open’ in science was not simply a piece of paper saying ‘this is open’. Peter said that ‘open’ meant free to use, free to re-use, and free to re-distribute without permission. Open data needs to be usable, it needs to be described, and to be interpretable. Finally, if data is not discoverable, it is of no use to anyone. Sarah added that sharing is about making data useful. Making it useful also involves the use of open formats, and implies describing the data. Context is necessary for the data to be of any value to others.

What are the benefits of Open Data?

IMG_RCSWithText_V1_20151126Next came a quick question from Danny: “What are the benefits of Open Data”? followed by an immediate riposte from Rafael: “What aren’t the benefits of Open Data?”. Rafael explained that open data led to transparency in research, re-usability of data, benchmarking, integration, new discoveries and, most importantly, sharing data kept it alive. If data was not shared and instead simply kept on the computer’s hard drive, no one would remember it months after the initial publication. Sharing is the only way in which data can be used, cited, and built upon years after the publication. Frances added that research data originating from publicly funded research was funded by tax payers. Therefore, the value of research data should be maximised. Data sharing is important for research integrity and reproducibility and for ensuring better quality of science. Sarah said that the biggest benefit of sharing data was the wealth of re-uses of research data, which often could not be imagined at the time of creation.

Finally, Tim concluded that sharing of research is what made the wheels of science turn. He inspired further discussions by strong statements: “Sharing is not an if, it is a must – science is about sharing, science is about collectively coming to truths that you can then build on. If you don’t share enough information so that people can validate and build up on your findings, then it basically isn’t science – it’s just beliefs and opinions.”

IMG_TSWithText_V1_20151126Tim also stressed that if open science became institutionalised, and mandated through policies and rules, it would take a very long time before individual researchers would fully embrace it and start sharing their research as the default position.

I personally strongly agree with Tim’s statement. Mandating sharing without providing the support for it will lead to a perception that sharing is yet another administrative burden, and researchers will adopt the ‘minimal compliance’ approach towards sharing. We often observe this attitude amongst EPSRC-funded researchers (EPSRC is one of the UK funders with the strictest policy for sharing of research data). Instead, institutions should provide infrastructure, services, support and encouragement for sharing.

Big data

Data sharing is not without problems. One of the biggest issues nowadays it the problem of sharing of big data. Rafael stressed that with big data, it was extremely expensive not only to share, but even to store the data long-term. He stated that the biggest bottleneck in progress was to bridge the gap between the capacity to generate the data, and the capacity to make it useful. Tim admitted that sharing of big data was indeed difficult at the moment, but that the need would certainly drive innovation. He recalled that in the past people did not think that one day it would be possible just to stream videos instead of buying DVDs. Nowadays technologies exist which allow millions of people to watch the webcast of a live match at the same time – the need developed the tools. More and more people are looking at new ways of chunking and parallelisation of data downloads. Additionally, there is a change in the way in which the analysis is done – more and more of it is done remotely on central servers, and this eliminates the technical barriers of access to data.

Personal/sensitive data

IMG_FRWithText_V1_20151126Frances mentioned that in the case of personal and sensitive data, sharing was not as simple as in basic sciences disciplines. Especially in medical research, it often required provision of controlled access to data. It was not only important who would get the data, but also what they would do with it. Frances agreed with Tim that perhaps what was needed is a paradigm shift – that questions should be sent to the data, and not the data sent to the questions.

Shades of grey: in-between “open” and “closed”

Both the audience and the panellists agreed that almost no data was completely “open” and almost no data was completely “shut”. Tim explained that anything that gets research data off the laptop to a shared environment, even if it was shared only with a certain group, was already a massive step forward. Tim said: “Open Data does not mean immediately open to the entire world – anything that makes it off from where it is now is an important step forward and people should not be discouraged from doing so, just because it does not tick all the other checkboxes.” And this is yet another point where I personally agreed with Tim that institutionalising data sharing and policing the process is not the way forward. To the contrary, researchers should be encouraged to make small steps at a time, with the hope that the collective move forward will help achieving a cultural change embraced by the community.

Open Data and the future of publishing

Another interesting topic of the discussion was the future of publishing. Rafael started explaining that the way traditional publishing works had to change, as data was not two-dimensional anymore and in the digital era it could no longer be shared on a piece of paper. Ideally, researchers should be allowed to continue re-analysing data underpinning figures in publications. Research data underpinning figures should be clickable, re-formattable and interoperable – alive.

IMG_DKWithText_V1_20151126Danny mentioned that the traditional way of rewarding researchers was based on publishing and on journal impact factors. She asked whether publishing data could help to start rewarding the process of generating data and making it available. Sarah suggested that rather than having the formal peer review of data, it would be better to have an evaluation structure based on the re-use of data – for example, valuing data which was downloadable, well-labelled, re-usable.

Incentives for sharing research data

Sarah was the first one to suggest that the most persuasive incentive for data sharing is seeing the data being re-used and getting credit for it. She also stated that there was also an important role for funders and institutions to incentivise data sharing. If funders/institutions wished to mandate sharing, they also needed to reward it. Funders could do so when assessing grant proposals; institutions could do it when looking at academic promotions.

Conclusions and outlooks on the future

This was an extremely thought-provoking and well-coordinated discussion. And maybe due to the fact that many of the questions asked remained unanswered, both the panellists and the attendees enjoyed a long networking session with wine and nibbles after the discussion.

From my personal perspective, as an ex-researcher in life sciences, the greatest benefit of open data is the potential to drive a cultural change in academia. The current academic career progression is almost solely based on the impact factor of publications. The ‘prestige’ of your publications determines whether you will get funding, whether you will get a position, whether you will be able to continue your career as a researcher. This, connected with a frequently broken peer-review process, leads to a lot of frustration among researchers. What if you are not from the world’s top university or from a famous research group? Will you be able to still publish your work in a high impact factor journal? What if somebody scooped you when you were about to publish results of your five years’ long study? Will you be able to find a new position? As Danny suggested during the discussion, if researchers start publishing their data in the ‘open”’ there is a chance that the whole process of doing valuable research, making it useful and available to others will be rewarded and recognised. This fits well with Sarah’s ideas about evaluation structure based on the re-use of research data. In fact, more and more researchers go to the ‘open’ and use blog posts and social media to talk about their research and to discuss the work of their peers. With the use of persistent links research data can be now easily cited, and impact can be built directly on data citation and re-use, but one could also imagine some sort of badges for sharing good research data, awarded directly by the users. Perhaps in 10 or 20 years’ time the whole evaluation process will be done online, directly by peers, and researchers will be valued for their true contributions to science.

And perhaps the most important message for me, this time as a person who supports research data management services at the University of Cambridge, is to help researchers to really embrace the open data agenda. At the moment, open data is too frequently perceived as a burden, which, as Tim suggested, is most likely due to imposed policies and institutionalisation of the agenda. Instead of a stick, which results in the minimal compliance attitude, researchers need to see the opportunities and benefits of open data to sign up for the agenda. Therefore, the Institution needs to provide support services to make data sharing easy, but it is the community itself that needs to drive the change to “open”. And the community needs to be willing and convinced to do so.

Where to from here? Open Access in Five Years

As part of the Office of Scholarly Communication Open Access Week celebrations, we are uploading a blog a day written by members of the team. Thursday is a piece by Dr Arthur Smith looking to the future.

Introduction

Academic publishing is not what it used to be. Open access has exploded on the scene and challenged the established publishing model that has remained largely unchanged for 350 years. However, for those of us working in scholarly communications, the pace of change feels at times frustratingly slow, with constant roadblocks along the way. Navigating the policy landscape provided by universities, funders and publishers can be maddening, yet we need to remain mindful of how far we have come in a relatively short time. There is no sign that open access is losing momentum, so it’s perhaps instructive to consider the direction we want open access to take over the next five years, based upon the experiences of the past.

So how much is the University of Cambridge publishing and is it open access? Since 1980, according to Web of Science, the University’s publications increased from 3000 articles per year to more than 11,000 in 2014 (Fig. 1). Over the same period the proportion of gold open access articles rose steadily since first appearing on the scene in the late 1990s. Thus far in 2015 nearly one in ten articles is available gold open access, although this ignores the many articles available via green routes.

The HEFCE policy

By far the most important development for open access in the UK has been the introduction of HEFCE’s open access policy. As the policy applies to all higher education institutions it affects every university researcher in the UK. While the policy doesn’t formally start until April 2016, so far progress has been slow (Fig. 2). We believe that less than a third of all the University’s articles that are published today are currently compliant with the HEFCE policy, and despite a strong information campaign, our article submission rate has stagnated at around 250 articles per month, well off the monthly target of 930.

It’s understandable that some papers will fall through the cracks, but even for high impact journals many papers still don’t comply with the policy. But let’s be clear, aside from any policy compliance issues and future REF eligibility, these numbers reveal that fully two thirds of research papers produced at the University cannot be read without a journal subscription. And if readers can’t afford to pay for access then they’ll happily find other means of obtaining research papers.

What about inviting authors to make their research papers open access? Since June I have tracked five high impact journals and monitored the papers published by University of Cambridge authors (Fig. 3). Upon first discovery of a published paper, only 29% of articles were compliant with the HEFCE policy, which is consistent with our overall experience in receiving AAMs. But even after inviting authors to submit their accepted manuscripts to the University’s open access repository, the number of compliant articles rose to only 42%. Less than a third of authors who were directly contacted and asked to make their work open access eventually submitted their manuscripts. Clearly, the merits of open access are not enough to convince authors to act and distribute their manuscripts.

SCOAP³

The SCOAP3 initiative is a publishing partnership that makes journals in the field of particle physics open access. This innovative scheme brings together multiple universities, funders and publishers and turns traditional journals, that are already widely respected by the physics community, into purely open access journals. No intervention is required by either authors or university administrators, making the process of publishing open access as simple as possible. The great advantage of this scheme is that authors don’t need to worry about choosing an open access option from the publisher, nor deal with messy invoices or copyright issues. All of these problems have been swept away.

Jisc Springer Compact

Like SCOAP3 the recently announced Jisc Springer Compact is a coalition of universities in the UK that have agreed a publishing model with Springer that makes ~1600 journals open access. Following a similar Dutch agreement, this publishing model means that any authors with qualifying institutional affiliations will have their publications made open access automatically. We’ve already started receiving our first requests under this scheme. However, unlike the SCOAP3 initiative which ‘flips’ entire journals to gold OA, the journals under the UK Jisc Springer Compact are still hybrid and only content produced by qualifying authors is open access. While this is great for those universities signed up to the deal, it still leaves a great many papers languishing under the subscription model.

Affiliation vs. Community

So which of these strategies will prove to the most successful? Will universities take ownership of open access publishing or will subject based communities come together in publishing coalitions.

The advantage of subject based initiatives is they flip entire journals for the benefit of a whole research community, making all the work within a specific discipline open access. However, without sufficient cohesion and drive within an academic community it’s likely that adoption will be fragmented across the myriad of disciplines. It’s no surprise that SCOAP3 emerged out of the particle physics community, given this scholarly community’s involvement in the development of arXiv, but it’s unrealistic to expect this will be the case everywhere.

Publishing agreements based around institutional affiliations will undoubtedly become more common, but until all universities have agreements in place with all the major publishers (Elsevier, Wiley, Springer, etc.) then a large fraction of scholarly outputs will still remain locked down.

What does the future hold?

Ultimately I want to do myself out of a job. As odd as that sounds, the current system of paying publishers for individual papers to be made open access is a laborious and time consuming process for authors, publishers and universities. Similarly the process of making accepted manuscripts available under the green model is equally ridiculous. Publishers should be automatically depositing AAMs on behalf of authors. There is no evidence that making AAMs available has ever killed a journal, and besides, the sooner we can reach agreements with all the major publishers and research funders that result in change on a global scale the better it will be for everyone.

In conversation with Michael Ball from BBSRC

The Biotechnical and Biological Sciences Research Council (BBSRC) Data Sharing Policy states that research data that supports publications must be stored for 10 years and adherence to data management plans will be monitored and built into the Final Report score, which may be taken into account for future proposals.

Recently Michael Ball, the Strategy and Policy Manager at BBSRC accepted an invitation to Cambridge University to discuss the BBSRC policy on opening up access to data. Senior members of the University, the School of Biological Sciences, the Research Office and the Office of Scholarly Communications attended. These notes have been verified by Michael as an accurate reflection of the discussion.

The take home messages from the meeting were the importance of:

  • Disciplines themselves establishing ways of dealing with data
  • Thinking about how to deal with data from the beginning of a research project

The meeting began with a discussion about the support we provide Cambridge University researchers through the Research Data Service , the resources provided on the data website and the enthusiastic uptake of the service since the beginning of the year.

The conversation then moved into issues around the policy, focusing on several aspects – clarification of what needs to be shared, how this will be supported financially, questions about auditing, a discussion about the best place to keep the data and issues with data sharing in the biological sciences.

What data are we expected to share?

What is ‘supporting data’ in the biological sciences?

One of the biggest concerns biological researchers have about data sharing is what is meant by ‘data’. Biology has the most diverse group of data, which makes it hard to talk about biology because the issues are project and problem specific.

Michael confirmed the policy broadly refers to all data ‘but the devil is in the detail, there are lots of caveats’.  He echoed Ben Ryan in answer to a similar question of the EPSRC policy by saying the key points are:

  • What would you expect to see?
  • What do you think is important?

The interpretation of the BBSRC policy depends heavily on the types of data being produced.  Much is dependent on the expected norms, what a researcher would expect to see if they were trying to interpret the paper. What are the underlying supporting data for the paper?

The biological sciences throw up a particular challenge in the range and disparity in disciplinary norms. For example a great deal of data arises from genomics and some time ago they made the decision to share, including making decisions about what to share and what not to share. However, there are vast areas of experimental science where the paper itself is data.

The policy is going one step further back from the published paper towards the lab. In the future these data policies might go further back, if there was greater automation of the research process.

Michael confirmed that if the BBSRC has funded a PhD student they would expect them to make supporting data available.

What do we need to share in the Biological Sciences?

There is no expectation to share lab books unless they are the only place the data exists. Michael noted that when the BBSRC wrote the policy it excluded lab books and organisms.

However there is an expectation to share instrumental output. This is with the caveat that if it is output from an instrument that goes through some sort of amendment then you don’t need to share the original.

An example: A researcher is counting bacteria on a plate and scrupulously making notes in lab books before entering this information put into a computer spreadsheet to crunch the numbers. The expectation would be to share the spreadsheet not the lab book.

Some research requires the construction of a piece of technology where there might not be a great deal of associated data around it. In these instances it is the process of construction or the protocol or the methodology that is important to share.

Michael noted that in some disciplines, given the materials and input parameters and the same instruments, the output data will be the same each time. In these circumstances it is most sensible to share or describe the inputs and repeat the experiments. The question is about what would be the most useful to share.

Show me the money

A stitch in time

Michael confirmed that researchers can ask for the money they need (and can justify) for research data management in grant applications. He did say however that the BBSCR does not ‘generally see a lot of these requests’. He noted that this is because often people haven’t thought about the data they will generate at the start of the project. One of the researchers pointed out it was difficult to know how to fund it because ‘we are not sure what we need’. However, this should not be a reason to ask for nothing.

It may be that some of the discipline specific repositories will have to change their business models in the future to cope with larger data sets.

Michael said that it is worth thinking about data sharing at the project planning stage because different types of data have different requirements. Researchers might need to allow for the cost of getting the data in the right format and metadata. It is advisable to think about where the data will be published so the research team can prepare the data in the first instance.

Michael said that the data management plan should hopefully prompt how much data a research project will produce. It is advisable to consider the maximum amount of data the project may produce. The ideal situation will be to have an ongoing data management plan because in some ways it is useful at the end.

Longer term financial support

Raised in the meeting was the option of charging a flat fee up front regardless of the data being generated. The question arose about whether there was any danger in auditing with this approach? The problem with an up front fee is it becomes more difficult to track and output from a specific grant against what we put into the database. There is a directly incurred and directly allocated component to the cost.

Michael confirmed that any money allocated to data management won’t survive past the end of the grant. He noted this was something that he was ‘not sure how to unpick’. This raises the issue of the cost of longer term data sharing. The BBSRC provides funding to a certain point in time. There can be a secondary experiment funded by someone else and the works are published together. But the researcher can only share the data from the funded part. The BBSRC does not ask researchers to share data that they haven’t funded.

Auditing questions

Who is in charge here?

The academics raised the concern that there could be ‘mission creep’ where the funders expect people to do things that are a waste of time. They mentioned that an ideal situation would be where the research community decide what they want to share and what they don’t wish to share.

Michael noted that the BBSRC has to be guided by the community on their own community norms for data sharing, and this is why aspects of the data sharing policy is quite open. He noted that this meeting represented the first part of the process – where the funder comes together with communities to decide what is essential.

In addition, many journals are now requiring open data. It is the funders, the researchers and the journals who are asking for it. To some extent the BBSRC policy is guided by what the journals are asking for.

The policing process

The group expressed interest in how the BBSRC policy is policed and what would be the focus of that policing. Michael stated that BBSRC are investigating options of how to monitor compliance, but that it does not currently appear feasible to to check all of the submissions. BBSRC will monitor compliance, but will probably start with dipstick testing. They will look at historical projects and see where the process goes from there. In practice, this is likely to initially involve examining the degree of adherence to the submitted data management plans. If a researcher has acted reasonably and justified their mechanisms of data sharing, then it is unlikely that there would be any actions beyond noting where  difficulties had occurred.

Note, however that if a researcher has submitted a grant application with a data sharing statement there is a reasonable expectation to share the data.

Ultimately the data release will be policed. In areas where data sharing is prevalent, communities police themselves because researchers ask and expect the data to be available. In some cases you can’t publish without an accession number.

Michael noted there are places researchers can put information about published data into ResearchFish. ResearchFish is currently the only mechanism to capture information regarding post-award activities.

Where do we put the data?

The question arose about how other universities are managing the policy. Michael responded that many have started institutional repositories. The institutional response depends on where the majority of their research sits.

A possible solution for ensuring the data is discoverable would be a catalogue of what is stored in an institutional repository, with metadata about the data. That metadata would itself need to be discoverable. If the data is being held in a centralised repository it is possible to pay the cost upfront before the end of the grant.

The group noted there was a publishing preference for discipline specific repositories over institutional repositories because the community knows how to look after the work. These repositories are hosted by ‘people who know what they are doing’. They are discoverable, where the community can decide on the metadata and the required standards.

Michael agreed that the ideal was open discoverability. The question is what will be practically possible.

A way of considering the question is asking how would another researcher find the information? If the data is available from a researcher by request this should be noted in the paper. If it is available in a repository then the paper should state that. If the journal has told readers where the data is, then it should be self-evident.

Issues with obsolescence

Michael noted that there is an ongoing issue of obsolete data formats and disks. Given there are ideals and reality, it becomes a question of how to store and handle the information.

When data exists in a proprietary format, the researcher needs to think about how to access it in the longer term. What if the organisation goes out of business? Or the technology upgrades so you can’t get hold of the data in an earlier format? If data exists in a physical format then it is possible to go back and read it. However, if not then it is quite important to think about issues relating to long-term access. Lots of data will be obsolete.

There are some solutions for this issue. The Open Microscopy Environment is a joint project between universities, research establishments, industry and the software development community. It develops open-source software and data format standards for the storage and manipulation of biological microscopy data. This is a community-generated solution as a recognised problem. It has a database that you can upload any file format.

Issues with data sharing in the biological sciences

The BBSRC allows a reasonable embargo until the researcher has exploited the data for publication. If the researcher is planning on releasing further publications then they should consider carefully when to release the data., Michael noted, this is ‘not a forever thing’. The BBSRC do say there are reasonable limits, and some journals will expect data to be released alongside publications.

Commercial partners

Data emerging from BBSRC funded research needs to be shared unless there is a reason why not – and commercial partners who need to protect their intellectual property can be a good reason to delay data sharing. However once the Intellectual Property is protected, it is protected. The BBSRC allows researchers to embargo the data.

Michael also noted there are things that can be done with data, for example releasing it under license. An example is, if a researcher is working with a commercial partner who is concerned about other commercial competitors, it would be possible to require people to sign non-disclosure agreements. There are ways to deal with commercial data, as you would with other intellectual products.

It was noted by the researchers in the meeting that this type of arrangement is likely to mean the company doesn’t want to go through the process and won’t collaborate.

Exceptions

If data was generated before the policy was in place then the researcher has not submitted a grant application that requires them to share their data. The BBSRC is not expecting people to go back into history. Those researchers who wish to share historical research are not discouraged but this is not covered by the policy. The policy came into force in April 2007, however realistically it started in 2008.

In addition there are reasonable grounds for not sharing clearly incorrect or poor quality data. Many disciplinary databases will contain an element of quality control.   But Michael noted that the policy shouldn’t be a way for people to filter out inconvenient data and would expect the community to be self policing.

Future policy direction

Michael noted that this type of policy is becoming more prevalent not less. Open science is one of the Horizon 2020 themes – see the 2013 Guidelines on Open Access to Scientific Publications and Research Data in Horizon 2020. Journals are getting involved as well. In the future sharing data will be more common – and driven by disciplinary norms. Anything that has been funded by RCUK will be required to share. It makes sense to government – the US National Institutes of Health and National Science Foundation have data sharing statements.

Continuing the dialogue

Michael indicated that he wants to talk to people about what the questions are so the BBSRC can refine issues in the policy.
